Toward Proactive Policy Design: Identifying ‘To-Be’ Energy-Poor Households Using SHAP for Early Intervention

Abstract

This study proposes a proactive approach to energy poverty mitigation by identifying households that are likely to become energy-poor in the near future. Utilizing the SHAP (SHapley Additive exPlanations) framework, we analyze the drivers of energy poverty trajectories and provide interpretable models for early intervention. By focusing on preventive strategies, policy designers can target resources more effectively toward households showing early signs of vulnerability, shifting from reactive assistance to long-term sustainability.
